IMPROVING QUALITY OF LIFE - SAFER TRAFFORD
WHERE WE ARE NOW
Overall, levels of crime in Trafford fall well
below the average for the Greater Manchester Region,
with the most disadvantaged areas of the Borough
showing sustained reductions in Crime and disorder.
Our crime rates are falling at a faster rate than the
national or regional levels.
Trafford’s partnership projects are nationally
recognised for their success and innovation in crime
prevention. We will be extending these projects to all
areas of the Borough aiming to deliver similar
success.
However, some people are sceptical of crime statistics
because they do not believe that they reflect their
own experiences, particularly around incidents of
anti-social behaviour and minor crimes. We have also
received feedback that people don’t find it easy to
report such incidents and that when they do, they feel
that we don’t
take them seriously enough or respond in a timely
manner.
WHERE WE WANT TO BE IN 2021
By 2021, we want Trafford to be a Borough where
people are safe, feel safe and treat each other with
respect; where individuals, communities and key
partners collaborate to prevent crime, deal with it
promptly and support those who suffer from it; and
where crime, anti-social behaviour and drugs will not
be a concern when living, working, visiting or
investing in our Borough. Trafford will be a Borough
where we are well prepared, collectively, to prevent,
respond to and recover from major emergencies.
WHAT WE WILL DO TO GET THERE
In the long term 2009 to 2021 we will:
- Work with key groups in the community to find
out how best we can increase their confidence in the
partnership and the Criminal Justice System
- Reassure the public that their risk of being a
victim of crime or anti-social behaviour is
significantly reduced
- Continue to use innovative ways, such as
Trafford Partnership TV, to inform and improve
public confidence and reassurance
- Continue to develop and deliver effective
targeted crime prevention and crime reduction
initiatives
- Ensure that all reports of crime and anti-social
behaviour are taken seriously and responded to
promptly and effectively
PRIORITIES FOR 2006-2009
The first steps towards achieving these goals
will be taken in 2006 to 2009. We will:
- Increase confidence in local and national crime
statistics so they are accepted as accurate and
people believe that they are safer in Trafford.
(We will measure progress through the Quality of
Life Survey and the partnership Community Consultation
events).
- Recognise that anti-social behaviour and minor
crime have a significant influence on how safe
people feel in Trafford. We will work as a
partnership to encourage people to tell us about
each and every incident, treat their concerns with
respect and ensure they are informed as to the level
of service and information they will receive. (We
will test this through our community consultation
events).
- Reduce drug related crime and the illegal supply
of drugs (in line with national targets set by
the Home Office and the National Treatment Agency).
- Put initiatives in place to prevent young people
becoming dependent users but that where people do
have a drug problem they will have access to
effective treatment pathways. (We will measure
progress using national
targets set by the Home Office and the National
Treatment Agency).
- Implement an Alcohol Strategy that will reduce
the harm caused by alcohol, mainly through alcohol
related crime and damage to public health. (We
will measure progress using Best Value Performance
Indicators on violent crime, and public health).
- Support Victims and witnesses, ensuring that
they are treated with respect and afforded a quality
service which keeps them informed and at the heart
of the criminal justice process. (We will measure
progress using targets set by the Home Office and
Lord Chancellor’s department on victim
satisfaction).
- Reduce re-offending by catching criminals and
bringing them to justice. We will ensure that the
detection of crimes in the Borough is effective. We
will identify priority offenders and support
successful rehabilitation, enabling rapid access to
Court directed drug treatment, offering
encouragement, educational training and employment
and supporting access to suitable housing. We will
ensure that those people unwilling to stop offending
are subject to appropriate enforcement action.
(We will measure progress using targets set by the
Home Office and Lord chancellor’s department on
narrowing the justice gap).
- Work with local communities and licensed
premises to reduce violent crime and Town Centre
disorder. (We will measure progress using targets
set for the Night Time Economy initiative).
- Prioritise the reduction of Domestic Abuse and
the harm it causes to children and families. (We
will measure progress using Best Value Performance
Indicator 225).
- Work with young people to offer them positive
alternatives to crime and substance misuse. (We
will measure progress using targets set for Positive
Activities for young people).
- Improve overall links with the diverse community
groups in Trafford to engage them in shaping
positive activities so that we effectively meet
their needs and aspirations
HOW YOU KNOW THAT WE ARE SUCCEEDING
Through the media, Trafford Partnership TV,
websites and community events, we will provide
residents and local businesses with information on
work that is being undertaken in the partnership on a
continual basis. We will inform people of our progress
against our targets every three months.
By 2021 we will have:
- Communities that feel safe and secure
- Built greater respect and consideration in
our local communities
- Less crime
- Reduced fear of crime
- Reduced anti-social behaviour
- Decreased alcohol and drug misuse and increased
the number of people successfully completing
treatment programmes
- Reduce re-offending and increase the number of
ex-offenders entering employment, training and
education
- Reduced violent crime and domestic abuse
- Provided positive alternatives for young people
with fewer getting involved in crime
- Increase the engagement of local communities in
shaping partnership activities
