What We Do
Local
Strategic Partnerships (LSPs) are non-statutory bodies
bringing together councils and key local partners.
They were introduced by the Government as the
preferred means of developing, implementing and
monitoring Community Strategies, which became the
statutory duty of every local authority under the
Local Government Act 2000.
Community strategies set out a long-term vision to
improve the quality of life and services in a local
area. The Trafford Partnership launched its first
Community Strategy, "Trafford 2021: a Blueprint", in
January 2006 following an extensive public
consultation. It set out a vision for 2021, strategic
objectives and shorter term priorities for action and
commitments from partners.
In 2007, the Trafford Partnership decided to refresh
the Community Strategy to focus more on Trafford’s
neighbourhoods, to ensure it is sustainable and
supports sustainable communities, and to inform
negotiations with Central Government about national
and local priorities to improve quality of life across
the Borough.
The refreshed Sustainable Community Strategy, "Trafford 2021: a Blueprint", presents the vision of
the future for Trafford, and sets out the key issues
which need to be tackled together, in order to make
Trafford an even greater place to live, learn, work
and relax for all local people, businesses and
communities now and in the years to come.
In refreshing the strategy, the Trafford Partnership
wanted to ensure that the vision and priorities were
shaped by the views of local people, businesses and
key public, private, voluntary and community sector
partners. Six clear priorities emerged from these
conversations: safety and reassurance; strong and
diverse economy; stronger well connected communities;
positive environmental impact; better homes and health
and improved quality of life for all. The Partnership
has made 43 commitments in order to achieve the vision
and deliver on these priorities.

Trafford is thriving, diverse, prosperous and
culturally vibrant. A Borough at the heart of the
Manchester City Region celebrated as the enterprise
capital of the North West and home to internationally
renowned cultural and sporting attractions.
By 2021:
All Trafford's people and communities will enjoy the
highest quality of life in a safe, clean, attractive,
healthy and sustainable environment with excellent
education and first-class services.
Trafford businesses will be provided with all the
tools and support to be able to continually and
successfully compete for skills and investment on an
international basis.
As a destination, Trafford will consolidate and build
upon the reputation of its renowned world-class
attractions (Manchester United, Lancashire County
Cricket Club, Imperial War Museum North and the
Trafford Centre) providing a breathtaking mix of
cultural, sporting, heritage and natural attractions
together with vibrant town and shopping centres.
On 1st July 2008, Trafford Partnership received
ministerial approval for the second Local Area
Agreement (LAA) and confirmation of the agreed local
improvement targets for Trafford.
Trafford’s LAA 2008-2011 is a three year agreement
between Trafford Partnership and central government
and represents a major delivery mechanism for the
vision and priorities set out in the refreshed
Sustainable Community Strategy, "Trafford 2021: a Blueprint" and also contributes to national priorities
set out by the Government.
Over the three-year period of the LAA, the Partnership
has committed to making the greatest positive impact
to the things which are most important to local
people. Safety and reassurance remains a major concern
for local people; health is key to quality of life yet
remains the greatest inequality in the borough; and
building on our strong economic base will underpin our
ability to achieve the vision.
Together with the targets in the new LAA, the eleven
Reward Element Targets from the LAA 2007-2010 are
critical to the delivery of the Sustainable Community
Strategy. The Reward Element Targets have therefore
been taken forward as an annex to the new LAA and
Trafford will continue to earn performance reward
grant based on their delivery.
